KODIAK, Alaska — Many Kodiak residents were a bit confused when they received election pamphlets urging them to “Bumoto!” The pamphlets for four ballot initiatives being decided Aug. 26 weren’t in English but in Tagalog, a language widely spoken in the Philippines.
